摘要
在中国城市发展进入一个崭新阶段时，作为引导城市发展建设的城市总体规划方法，正面临着一个急需改革的现实，这在大城市的规划中尤为突出。本文概括介绍战略性规划方法的特点及在其他国家的应用，并应用战略性规划方法，对照以往我国总体规划的编制方法，从规划方法的大框架，思考改进的方面与做法．
After briefly introducing the characteristics of strategic planning and its application inforeign countries, this paper gives some ideas about using this planning method and thenecessity of reforming traditional ways in urban master planning in Shanghai metropolis andalso in the other big cities in China.
