摘要任何一位新总统上任后，都会对其前任的内外政策进行一些调整和改变，如果新任总统与前任属于同一政党，可能带来小变；如果属于不同政党，则可能带来大变。奥巴马是打着“变革”大旗成功当选美国总统的，与其前任总统布什又不属同一政党，他对美国的外交战略作何调整？这些调整的国内动力是什么呢？
