摘要
人是我国社会主义建设的主体,国民素质的高低直接影响我国社会主义建设的成败。我国国民社会文化素质、心理素质、能力素质和角色素质总体水平仍然偏低。教育对提高国民素质起着关键性的作用,树立科学的教育发展观,坚持以育人为本,全面贯彻落实党的教育方针,培养德智体美全面发展高素质人才;全面落实教育优先发展的战略地位,增加教育投资,确保教育事业优先发展;实现义务教育的均衡发展,促进各级各类教育、各地区教育协调高效地发展,促进教育公平,增进教育效率;建立全民学习、终身学习的学习型社会国民教育体系,提高广大民众文化素质等,无疑是全面提高国民素质重要的教育战略举措。
People are the main body for our socialist construction, the national quality directly influence the success or failure of our socialist construction. Resident social and cultural quality, psychological quality, ability quality and character quality overall level are still low. For improving national quality education plays a key role. Thus to establish the scientific outlook for education development, adhere to the education for people, the comprehensive implementation of the party＇s educational policy, to cultivate ability talents, to implement the educational priority development of strategic position, to in- crease investment in education, to ensure priority to the development of educational undertakings, to realize the balanced development of compulsory education, to improve education at all levels and each district education development, to en hance education efficiency and education fairness, to entire learning and life-long learning society, to the establish system of national education for improving national quality, are undoubtedly important education strategies.
