摘要
土地利用片是一个为利于土地经营管理而组建的地域单元,也是村内土地利用管理的基本单元.在村级土地利用规划中通过对它的合理划分,有利于村内产业发展、新农村建设等各类规划的相互协调、相互融合,协调各类用地矛盾,有效落实各类用地控制指标,科学布局各业用地,为实现村域土地利用的科学分区,落实土地用途分区管制制度,推进土地的精细化管理奠定了基础.同时,土地利用片的划分还为土地管理者或土地经营者在实现村内土地承包、转包、租赁、流转或土地的规模化、集约化经营等方面造就了有利的条件.土地利用片是一个能有效实现村域土地组织利用、生产经营管理和土地利用管理三者有机结合的一体化管理单元.
Land use patch was an appropriate geographic unit for land use management in a village, facilitating economic management. The functions of land use patches in village-level land use planning are promoting industrial development; realizing harmony of different plans in the construction of new social countryside; resolving conflict of land use types; distributing all kinds of control indices for land use; arranging variety of industrial land use; dividing land use zones; managing the land precisely. At the same time, the division of land use patches is positive in contract, subcontract, leasehold, conveyance, as well as largescale and intensive cultivation of rural land for land use managers or cultivators. Land use patch was an integrated unit for land use administration, products management and land use management.
