摘要
以饱受水灾的淮河流域徐州市为例,分析城市化进程中的洪涝灾害及其形成机制,提出解决城市洪涝灾害的根本出路在于实施与城市化同步的分散式雨水水文循环修复,即并不要求城市化让位于生态修复,而是在城市化的同时采用"小型分散"的模式,修复雨水的天然通道,使城市雨水得以按天然通道回归自然。具体措施包括:雨污分流,蓄排兼顾,因地制宜,保证雨水集蓄水质。
Taking Xuzhou City for an example,the urban flood and waterlog and their mechanism were analyzed. It was pointed out that the decentralized rainwater hydrological cycle rehabilitation during urbanization was the ultimate way. Concrete measures were proposed, such as rainwater sewage diversion, combine storage, infiltration and drainage, adjust rehabilitation measures to local conditions, ensure rainwater storage water quality.
