摘要
2008年以来的金融危机无法改变气候变化对全球治理的长期、复杂和不可逆的影响。为应对气候变暖而提出的低碳经济发展模式已经成为全球能源和经济大变革的突出标志,主要国家工业结构向符合节能减排和低碳经济方向发展,并逐渐把节能减排和绿色经济作为未来国家竞争优势的基础。金融危机为全球投资低碳和减排带来了绝佳的历史契机。对于气候变化这样一个为国际社会热烈讨论、研究甚至急切寻求解决方法的问题,中国显然需要表明自己的立场和政策以寻求国际社会的理解、支持并彰显自身的"负责任大国现象",最终为我国的和平崛起塑造一个良好的国际环境和氛围。
In this global financial crisis time,global warming has added a new and important dimension to global governance issues.Low carbon economy induced by climate change has changed and will continue to reform the global energy and economic system.As the scarcity of traditional energy and the great change of climate,the economic growth patterns in major developed countries have greatly changed so as to adapt themselves to the new energy and carbon emission reduction.Low carbon and green economy will determine the national comparative competition advantages.The financial crisis provides a historic opportunity for global low carbon development.As a key global issue,climate change governance will depend on all major powers,particularly on China's efforts.China seeks to act as a responsible stakeholder in the world.
