摘要
目的明确2001～2006年卫生监督机构3年建设前后经费缺口变化情况。方法全国系统抽样,获取2001～2006年间卫生监督机构经费收入和支出数据,分析3年建设前后经费缺口变化情况。结果卫生监督机构收入占支出的比例平均从2001年的66.6%上升到2006年的70.7%,仅提高4.1个百分点,未根本性转变。3年建设前后人员经费扩大了18.9%,日常工作经费缩小11.9%。即使将服务收入上缴财政后遗留的部分填补缺口也难以补全支出超出收入的缺口部分,卫生监督机构入不敷出现象亟待扭转。
Objective：To analyze the funds gap of health inspection and supervision institutions between 2001 and 2006. Method：By using national sampling survey, the data were obtained about institutions＇ income and payout and analyzed the change of the funds gap of health inspection and supervision institutions between 2001 and 2006. Results： The result shows that the ratio of total income to payout increased from 66. 6% in 2001 to 70. 7% in 2006 ,~vhich only increased by 4. 1 percents. Fore - and - aft three years＇ construction personnel funds expanded by 18.9%, while the daily work funds reduced by 11.9%. Even if all the service incomes were counted in,the gap cannot be filled up. So the government should do something to solve the problem immediately.
