摘要
何谓科技政策？它包括哪些内容？它的研究对象是什么？各国的科技政策在各个时期受政治经济、文化背景的制约及国际形势的影响，具有明显的时代特征，总结其经验和教训，从而正确的分析判断和把握，对处在世纪之交各种关系大调整大变动环境中，我国科技政策的制定。
his article exposes three phrases in the evolutionary course of S&T policies in the world, i. e. defense-science, industries-science and society-science. It gives an analysis of the S&T policy-adjusting measures taken by various countries since 1990, detecting the developmental orientation and principal content for S&T policies in today's world. Theauthor of this article maintains that China has to leam from the successful experiences of other countries and stimulate S&T progress in a big way.
