日前,《国际安全与无害环境拆船公约》得以通过,备受业界瞩目。自1998年挪威在IMO的MEPC42次会议上递交首份提案以来,至今已10年有余。期间,世界各方势力不断角力和妥协,最终于近日握手成"约"。虽然纷争渐息,但其背后的故事,却更加令人关注。
The newly adopted International Convention for the Safe and Environmentally Sound Recycling of Ships aroused great interest across the industry.The content of the Convention includes three sections,namely,(1) the design,construction and operation of ships so as to facilitate safe and environmentally sound recycling,(2) the operation of ship recycling facilities in a safe and environmentally sound manner and(3) the establishment of an appropriate enforcement mechanism for ship recycling.
