In 1930s,iv view of the catastrophic disaster befallen China as a result of the U.S. policy of silver purchase, China asked the United States of America to change the policy, which aroused a dispute within the U.S. government. The state Department, with a view to avoid infuriating Japan, stood for an amendment to the policy of silver by U. S. A. itself or a concerted settlement with other countries, while the Treasury, starting from the opposition to appeasing Japan, stood for offering economic aid to China, which was also taken as a powerful instrument for supporting China politically, and the Treasury got the upper hand at last. The change of the world situation and the policy considerations of Roosevelt at different times led to the emergence of such result.
