摘要
文章阐述了流域规划SEA的国内外研究进展、特点、开展原则,分析和比较了规划SEA分析评价的各种方法,总结了各自的优点与不足,为流域规划SEA研究提供依据,同时描述了目前流域规划SEA的主要问题,并提出相应的解决措施。中国的经济发展与环境保护的矛盾要靠战略环评来缓解,流域规划SEA是一个新生而艰巨的事业,期待每个人为之添砖加瓦。
The paper elaborated the research development of the basin plans SEA inside and outside of China, the characteristic and the development principle were analyzed and compared each analysis appraisal method of the basin plans SEA, the respective merit and the insufficiency of each method were summarized, to provide the basis for the research of the basin plans SEA, simultaneously described the present problems of the basin plans SEA, and proposed the corresponding solution measure. China＇s economic development and environmental protection＇s contradiction must depend on the strategic link to comment alleviates, the basin plans SEA is a newborn and arduous enterprise which anticipated each person contributes labor and materials for it.
