摘要
根据河北省1998-2007年的气象观测资料,综合全省147个县市的自然、社会经济以及防灾减灾等要素,采用G IS技术和自然灾害风险指数方法及洪涝灾害风险评价模型,得出河北省县级洪涝灾害风险指数并绘制出风险区划图。结果表明唐山、秦皇岛、石家庄和邯郸4个市区及邯郸武安市由于暴露性和危险性指数较大,其洪涝灾害风险的可能性最大;由于张家口坝上地区地势平坦且暴雨日数很少,太行山前的平原地区大都是旱涝保收型耕地,其洪涝灾害风险最小。
Based on geography information system, methodology of flood and waterlogging disaster risk index and models of flood and waterlogging disaster risk assessment, the flood risk indexes are calculated and flood risk zoning maps are worked out for evry county of Hebei province by using the data of whether stations from 1998 to 2007 and integrating the factors of nature, social economy as well as disaster prevention and reduction in the province. The results indicate that the possibility of flood and waterlogging risk is the biggest in the four urban districts of Tangshan, Qinhuangdao, Shijiazhuang and Handan as well as Wuan city of Handan, because the indexes of the expositions and the risks of these areas are relatively high. As fiat land surface and less rainfall in the areas upper the dam of Zhangjiakou and the land with stable yields despite of drought or excessive rain in Taihang piedmont plain, the flood and waterlogging risk in these areas is the lowest.
