摘要
通过中央政府和地方政府与村集体在农地管理中主体行为和它们之间利益博弈的分析,指出了不同管理主体的行为变化对各主体利益的影响以及由此引发的农民利益的变化。文章首先从子博弈分析出发,分析了中央政府与地方政府在农地管理中的博弈过程,其次分析了地方政府与农民集体利益的代表——村集体的博弈,最后建立三个主体的主博弈模型,进而探讨了农地管理主体博弈的帕累托改进,并提出明确农地的管理主体、规范农地管理主体的行为,做实农民的微观管理主体地位等政策建议。
Based on behavior analysis of the government, including the central and the local governments and the village＇s collective rural land governance, the interest game among different rural land governance agents is to analyze the influence of the behavior changes of different agent to interests and the impact of the resulting changes to the interests of the peasants. Therefore, to establish the three agent game analysis mode. First, from the analysis of the sub-game we analyze the game between the central government and local governments in rural land governance,followed the game between local governments and the village＇s collective the representatives of the collective interests of the farmers, the final establishment of the three agent game model. Discuss the Pareto improvement in game of rural land governance agents, and put forward some policies.
