通过介绍我国各类法的表现形式,结合我国通信发展现状,提出制定《电信法)的必要性、重要性及其法律地位。 我国现行的法律法规分属宪法、刑法和行政法规,具有一定的地位和法律效力,《电信法》的制定正处于论证、审议阶段,正式出台尚需时日。
The telecom law making necessity. importance and legal status are stated in the light of the current telecom development in China by introducing the law' s various form of expression.
The laws and regulations in force are subject to the Constitution, Criminal Law and Administrative Laws and Regulations, and possess certain status and legal forces. The making of the Telecom Act is under proof and approval and remains yet to be issued.
