摘要
开放获取(Open Access,OA)是在网络环境下发展起来的一种新的学术交流理念和出版模式。分析开放获取所面临的问题,即尚未获得社会认可、运作费用、相关政策、质量控制、质量评价、知识产权、技术平台等,对此提出相应对策,目的是更快地推动开放获取的发展。
Open Access is a new idea of academic communication and model of publishing under the network enviroment. The paper analyzes the problems that Open Access is facing, namely, lack of recognition from public, operation expense, related policies, quality control, quality evaluation, intellectual property and technology platform, and puts forward corresponding countermeasures to promote Open Access into a faster development.
