摘要 公众科学素养的测评问题一直是学术界争论不休的话题。随着我国《全民科学素质行动计划纲要(2006-2010-2020)》的颁布并实施,对公众科学素养测评进行理论探讨更具有现实意义。科学素养是由若干要素有机结合而形成的复杂系统。本文运用一般系统论原理,尤其是系统要素的关联性原理,以学术界常见的三维度科学素养理论模型为例证,论证了公众科学素养量化测评的难度。 The issue about the measurement of public scientific literacy has been being controversial in the academic circles. It is of more significance to discuss it after the Outline of the National Scheme for Scientific Literacy(from 2006 to 2010, then 2010 to 2020) is implemented. Scientific literacy is a complex system or an organic whole consisting of some elements. The difficulties in measuring public scientific literacy are discussed according to general system principles, especially the principle of elements being relevant each other, and taking the three-dimension model of scientific literacy as an example.
