摘要
2008年6月在韩国境内居留的外国人达到1145660人,其中外籍劳工为542670人,在韩居留的外国人已经占韩国居民的2%。随着外籍劳工不断涌进韩国劳动市场,韩国政府不断调整外籍劳工政策,2007年1月1日起,韩国政府彻底取消产业技术研修生制度,将外籍劳工政策统一为雇佣许可制度。雇佣许可制虽然避免了产业技术研修制度的诸多弊端,但是它依然存在一些问题,需要进一步完善。
In June 2008, the number of foreigners staying in ROK reached 1 145 660, of whom were 542670 foreign labors, and the foreigners staying in ROK accounted for 2% of the Korean population. With more and more foreign labors pouring into ROK, the Korean government has made constant adjustments to its policies on foreign labors employment. Starting from January 1,2007, the Korean government completely nullified the industrial technology research system and all the foreign labors were to be employed on the basis of the permitting system of the employment. The permitting system of the employment for the foreigners can avoid many deficiencies of the industrial technology research system, but it still has some problems that need resolving.
