摘要
面对突如其来的社会安全事件,公安机关必须提高紧急警务的现场处置能力,而紧急警务处置行动的核心是指挥。紧急警务现场指挥既有一般指挥活动的基本属性,也有其特殊性。要实现紧急警务处置现场的统一指挥,必须解决好统一快速调度和统一协同行动两个关键问题;紧急警务现场统一指挥的核心环节是明确指挥主体、确定指挥关系、贯彻指挥决心和保障通信畅通等。由此,本文抓住这些核心环节,提出了紧急警务现场指挥工作规范基本内容框架,以期推进"紧急警务现场指挥条令或条例"等相关法规的制定。
Public security organs should improve police emergency response on-the-spot disposal ability when facing current social security events, and the core is commanding. It has not only the basic characteristics as common commanding but also special characteristics. Two key problems about unified rapid scheduling and unified cooperation action should be solved in police emergency response on-the-spot commanding. The core links are clearing commanding subject, definiting commanding relationship, carrying out commanding determination and guaranting communication unblocked. The paper offers basic content about police emergency response on-the-spot commanding standard to promote related regulations establishment.
