摘要
少数民族民俗体育文化资源开发是对少数民族原生态民俗体育文化资源的挖掘、整理、认识、创新、运用及对次生态民俗体育文化的进一步认识、创新、运用,是非物质文化遗产保护工程的拓展。提出少数民族民俗体育文化资源开发主要面对的问题有:(1)政府主导力度不够;(2)民族传统体育法制保护和发展机制不健全;(3)科研工作不够深入和扎实;(4)社会群体义务与责任缺乏。指出开发少数民族民俗体育文化资源要遵循本源性、整体性、人本性、创新性原则。在开发策略上,提出:(1)加强政府主导力度;(2)建立健全民俗体育文化法制保护与开发机制;(3)深入开展普查、科研工作;(4)着重关注民俗体育文化"活态传承"人的培养;(5)结合自然景观资源优势,开发、打造民俗体育文化旅游品牌;(6)利用传统节庆日,开展民俗体育竞技、娱乐、休闲等活动;(7)在民族地区民族院校中有选择地开展民俗体育文化教育与活动。
Development of national minority folk sports resources is a part ot non-material cultural heritage protection. Meanwhile, problems mainly come from insufficient government guidance, incomplete legal system, insufficient scientific researches and lack of social duties and responsibilities. In view of these problems, more government guidance shoud be reinforced. The sports culture legal protection and development system should be perfected. Scientific researches should be deepened. Focuses should be laid on the protecting the inheritors of folk sports. Folk sports cultural tourism brands should be created. Sports, recreational and liesure activities based on the traditional festivals need to be developed. In some minority regions, folk sports education and activities should be provided.
