摘要
辅业改制是国有企业改革的延续和深化。作为国有企业成长和发展进程中的伴生物,辅业曾经为构筑国有企业的多元化发展扮演了特殊的角色。随着国有企业改革的推进,尤其是做强主业,辅业分离改制被推到前台。本文从国有企业主辅分离辅业改制的内涵、辅业分离改制的必要性以及现有辅业改制政策的优惠规定等方面对辅业分离改制进行了分析,简要列举了辅业改制存在的困难和问题,并提出了推进改制需要树立的观点。
The reformation of auxiliary industry is the extension and the deepening of state - owned enterprise reform. As the accompaniment in the growth and development of state - owned enterprise, auxiliary industry once had played the special role for constructing multiplex development of state - owned enterprise. Along with advancement of state -owned enterprise reform, makes the strong principal work particularly, the auxiliary industry separation reformation is advanced the onstage. This article analyses the auxiliary industry separation reformation from the aspects of connotation, the necessity as well as the preferential stipulation of existing auxiliary industry reformation policy and so on, enumerates briefly the difficulty and the question, and proposes the viewpoint of advancement reformation.
