摘要
新世纪以来,我国社会保障制度建设的步伐加快,社会保障制度促进社会公平的目的性价值在中央政府层面得到强调并逐步确立。但在中国式分权治理模式的制度背景下,地方政府的社会保障制度建设依然体现出为区域经济增长服务的工具性特点,具有较强的社会控制色彩。而经济全球化、新社会风险等都挑战着现有的社会保障制度建设思维。因此,我国需要从改善地方政府治理入手,逐步确立社会政策的自主性,推动社会保障制度的改革和完善。
From 2002, China's social security system reform is accelerated, the equity-based terminal value of social security system have been valued and established as guideline of the reform. Under the Chinese style local governance background, however, the local governments' social security system reform and management works as a competitive instrument to facilitate the local economic growth. The challenges posed by the globalization and new social risks call for new strategy of social security system reform. And China should improve the local governance to lay the ground for the paradigm shift of social security policies.
