摘要
集群治理的根本目的是提高产业集群集体效益,获取集群经济剩余,因为"效益是人类生存、生活和生产所追求的最终目的,也是一切经济活动的最终目标"[3]。产业集群的群体共同发展特征迫使我们要超越企业视角看效益,集群剩余最大化是集群治理的最终利益诉求。
The objective of governing industrial cluster is to improve the collective performance of industrial cluster so as to gain the clustering residual. It is assumed that ＂benefit serves the ultimate goal of human beings in the survival, living and production as well as that of all economic activities＂. The trend of seeking the common development of industrial clusters makes enterprise surpass the individual benefit but rather achieve the collective residual maximization.
