摘要
一体化经济区内的行政管理体制逐渐暴露弊端,阻碍了区域经济的融合与发展。模型分析认为,区域经济一体化与行政管理体制冲突的关键原因在于市场资源与政策资源的非优化配置。政府失灵和市场失灵能对此作出解释。本文以西咸经济一体化为例研究得出,必须采取措施加快行政管理体制的改革与创新,以促进区域经济和谐与发展。
The administration system within the same integrated economic region has gradually exposed its flaws and hindered its regional economic integration and development. The model analysis indicates that the essential reason of regional economies integration and the administration system conflict lies in non - optimized allocation of the market resources and the policy resources. Market failure and government failure can make the explanation. In this paper, through a case study of Xi ＇ an and Xianyang economic integration we conclude that, measures must be taken to speed up the administrative system reform and innovation in order to promote the regional economic development and harmony.
