农地产权私有化与土地规模经营--东亚地区实践对中国的启示 被引量:14

Privatization of Rural Land Property Right and Large Scale Management of Rural Land——An Enlightenment to China from International Comparison of Eastern Asia

摘要 中国农村家庭承包经营制运行中产生的一个问题是土地经营细碎化,无法取得规模经济。目前理论界有观点认为使农地产权私有化,可以促进土地流转和集中,从而提高土地利用效率和获得规模经济。通过对日本和中国台湾的农地制度变迁与土地经营规模变化的研究,表明农地产权私有并不必然产生农户土地经营规模的显著上升,土地产权的私有化既不是土地经营规模扩大的充分条件,甚至也不是必要条件。可以考虑在维护我国现行农地制度及其产权安排的基础上,通过进一步的产权改革,完善农地承包经营权功能,克服农地承包经营权的产权残缺,在不损害农民土地承包权益的前提下,鼓励以多种形式流转农地承包经营权和发展多种规模经营主体、多种形式的适度规模经营,推进中国特色农业现代化。 One problem in the operation of household contract responsibility system to rural land in China is the fragmentation of farmland management which makes it difficult to achieve scale economy. One viewpoint at present believes that one way to solve the problem is the privatization of rural land property right, which can improve land circulation and concentration. Therefore, land use efficiency and the scale economy can be improved. The paper studies the change of farmland system and the scale of rural land in Japan and Taiwan China to show that the privatization of farmland property right does not necessarily lead to significant improvement of farmland scale economy. The authors propose that in order to push agricultural modernization with Chinese characteristics ,we should encourage the circulation of contracting and operating right of rural land to improve the efficiency of land use and perfect land management system in China.
