摘要
中国行政问责制自"非典"时期正式走近公众视线,目前行政问责制建设取得了不少成绩,但也面临着一系列现实难题与制度缺陷。该文从六个方面为根本上解决行政问责制建设中存在的问题,尽快完成从人治问责向法治问责的转变提出了对策建议。
The Administrative Accountability System of our country has been developed in recent five years since it came into the sight of public formally. The construction of administrative accountability system has made much progress, although there remain a series of realistic difficulties and systematic flaws, such as the sole subject and unclear object to accountability, substandard procedure, inefficient investigation procedure, insufficient information, system defect and so on. To solve those issues above, the transformation from rule of man to rule of law must be made with six key points as follows： to standardize the accountability behavior and strengthen the responsibility investigation ; to build up the diversified accountability system ; to define the object and scope of accountability ; to perfect the procedure of implementation ; to promote publicity and transparency ; and to unify the accountability system and boost the practice of rule of law.
