摘要
从命名学、决策学和语用学等角度探讨我国单病种限价收费这一在美国PPS和DRG付费系统后引入的付费体系,及其在我国研发历经20余年之痒,仍为试点之怪象。挖掘了初期决策在定义方面的误区及造成的理解暧昧性,进行了病种付费管理的中美比较,由表及里,摆脱概念游戏,聚焦于立法体系及执行力差异。
This thesis tacklers upon the issue of Single Disease （a weird reimbursement policy in China, which is introduced in the wake of the PPS and DRG system of America, and which remains experimental after over 20 years＇ itch of R＆D） from the perspectives of nomenclature, policy making, pragmatics which contribute to the ambiguity of its definition and loopholes concerning its understandability. A Sino-US comparative study is thus made and the focus lies in the legislative enforcement of health laws.
