摘要
我国大部分地区的土地整理项目在现阶段是政府组织的"自上而下"的设计模式.与土地整理成果密切相关的农民群众,在整理过程中主要是被动的参与,这从根本上影响了土地整理项目的效果.为此,在阐述PRA涵义及其应用发展的基础上,分析了PRA亟待应用到土地整理项目中的必要性,提出了由农户参与、专家论证、政府决策相结合的土地整理设计方法,以期为土地整理事业的可持续发展提供参考.
At present, land consolidation project of most areas in our country is the government organization ＂top-down＂ design mode. The peasants who are closely related to the outcome of Land Consolidation, mainly passively take part in the process of land consolidation project, which has fundamentally affected the land consolidation project effect. Thus, on the basis of expatiating on the meaning and application of PRA, the paper analyzed the necessity of PRA to be applied to land consolidation project as quickly as possible, put forward a Land Consolidation design method by the combination of the peasants participation, experts demonstrated and government decision-making, with a view to providing reference for the sustainable development of land consolidation.
