摘要
在市场经济条件下,高职院校要实现可续发展,其办学行为必须满足政府、社会和学校等多方的利益诉求,因此创建多元治理结构是历史必然。治理结构创建的关键是转变政府职能,"回收"、"下放"和"转移"是实现这种转变的主要方式。为了确保多元主体利益的有效实现,高职院校治理结构必须形成"多元互动"、"有效制衡"和"多方评估"等机制。
The higher vocational colleges must act for the benefits of the many sides such as government, society and college to realize the consisting development in the case of market economy. So it is very necessary to construct multiple management organs where the key is changing the government＇s function. The main means to realize the transformation are reclaiming, transferring to a lower level and devolving. Constructing the higher vocational institutions management organs needs some mechanisms such as plural interactive actions, effective restrictions and multiple appraisal, etc.
