摘要
基于系统论的基本原理,论述构建完整的信息资源建设政策体系和优化信息资源建设政策整体功能的必要性,探讨构建我国信息资源建设政策体系的若干原则,提出由信息生产政策、信息资源采集政策、信息组织政策、信息安全政策和信息资源体系评价政策构成的我国信息资源建设政策体系的基本框架,并分析信息资源建设政策的具体内容。
Based on the system theory, the paper states the necessity of constructing complete system and optimizing overall function of the policy about information resource construction, then discusses the principle of constructing the policy system in China. Finally the paper puts forward the basic framework and analyses the specific content of the policy about information resource construction.
