摘要
对"大部制"实践起点和理论研究起点的重新审视,有助于增加对其研究背景的深刻了解和未来研究的定位。而科学理性地分析界定"大部制"这一全新概念的内涵与范畴,有助于为"大部制"建设及今后进一步改革的实施奠定理论基础。又由于此次改革是在我国改革开放以来实行的五次政府机构改革及电子政务建设卓有成效的背景下进行的,在信息时代对改革路径的重新探索就要充分发挥电子政务在"大部制"改革中的工具媒介及推动作用。
To re - examine the starting point for the practice and the theoretical study of ＂super - ministries system＂ will help to understand its research background and its future research orientation, and scientific and rational analysis of the meaning and scope of this new concept- ＂super- ministries system＂ will help to provide theoretical support for the the future implementation of further reforms. However this reform is based on the five institutional reforms of government since national reform and the opening - up and is carried out in the back- ground of the effective construction of e - government. Hence in order to explore effective ways in the new round of reform in the age of information, it is necessary to make full use of e - government.
