摘要
社会医疗保障是以国家立法形式确定的国家和社会的一种责任和制度。作为最终责任主体的政府,能否完全履行职责,对医疗保障的制度建设和正常运行,有着决定性影响。由于我国医疗保障制度中政府责任的缺陷,科学合理地界定政府介入医疗保障制度的责任,具有十分重要的紧迫性和重要意义。
Social medical security is both a responsibility and a system of the state and society determined by law. Whether the Government, as the main subject shouldering the ultimate responsibility, can fulfill its responsibility, exerts crucial influence on the construction and normal operation of the medical security system. As there are some problems concerning the Government＇ s responsibility for our medical security system, it is a matter of vital urgency and great significance to define rationally and scientifically the Government＇ s responsibility for the medical security system.
