摘要
北京市11个新城已编制完成总体规划和街区控规,为了实现新城未来的精致化、细节化规划管理,建设宜居新城,本文通过国内外经验借鉴及北京市现有规划管控体制的分析,积极探索了下一阶段"规划控制+城市设计控制"式的规划管控体系,完善了规划控制要素库(指标库),从"宏观的体系"和"微观的要素"两个层面来体现对城市的细节化管控。
At present the master plans and regulatory detailed plans of eleven new towns in Beijing have been finished. To ensure a better implementation and administration of the plans, this paper explores a planning control system which is characterized by ＂regulatory detailed planning ＆ urban design＂ by referring to the experiences at home and abroad and analyzing the problems in the current planning control in Beijing. It improves the control index system and tries to administer the city through both macro system and micro elements.
