摘要
自有国家以来，政府就承担着公共服务的职能。古代社会是一种政府全能型公共服务模式。在自由资本主义时期，形成了政府保护型公共服务模式。二战后，许多国家政府纷纷效法苏美，形成了公共服务的干预模式。20世纪70年代以后，西方各国对政府管理进行市场取向的改革，形成了公共服务的市场模式。当代西方学者还对公共服务模式进行了多样设计，集中反映出当代市场经济环境下政府与社会、政府与市场的系统联系与相互作用。长期以来，中国实行的是政府主导型的经济发展模式；在经济起飞之中，政府的治理方式正在向现代政府转型，在一定程度上实现政府再造。
Government has undertaken the role of public service since a country came into being. In ancient societies, an all--pervasive public service mode was presented by the government, while in the competitive capitalism period, a government--protecting mode were in function. After the World War II, in many countries, following the model of U. S. S. R. and the United States, a government--meddling mode was formed. In the 1970s, western nations had embarked a marketing orientation reform and a marketing mode was in use. Moreover, Contemporary western scholars have studied out various designs which typify the interconnection and interaction between government and society as well as government and market in modern market economic environment. For a long time, Chinese government has carried out govern-ment-directed developmental economic pattern. In the great development of economy, the governing means has been transformed into a modernistic one, which helps to realize the rebuilding of the government to a certain extent.
