摘要
全面落实和贯彻科学发展观内在要求重视人力资源强国建设,为此,我们需做好五方面工作:一是要将控制人口数量与提高人口素质并重;二是要实施优先发展教育战略;三是要将"以人为本"视为人力资源强国建设之魂;四是要善于抓住知识经济的挑战和机遇;五是要辩证处理人才与人力之间的关系。
Carrying out the scientific outlook on development in an all - round way is the inner demand of emphasizing the strong country of human resources. We must do the following work well. First, controlling the number of population and improving the quality of population. Second, developing education firstly; third, ＂ taking people as root＂ as the soul of the strong country of human resources. Fourth, seizing challenges and opportunities of knowledge economy. Fifth, dealing with the relationship between talents and manpower in a dialectical way.
