摘要
珠江三角洲地区是我国经济增长的重要引擎,也是风能资源与风电产业其他发展条件相互匹配的最佳区域之一。充分开发利用沿海和近海风能资源,建设大规模并网与非并网风电产业基地,不仅对促进该地区可持续发展具有重要意义,对我国沿海地区和全国风电产业发展也具有重要的示范价值和先锋作用。本文详细阐述了珠江三角洲地区大规模并网与非并网风电产业发展的资源基础,并从能源和环境问题、风电价格、风电政策、经济技术条件、非并网风电产业发展条件等因素入手,论证了珠江三角洲地区大规模并网与非并网风电产业发展的优势与机遇,分析了目前发展的基本态势与挑战,并提出2020年风电装机容量达到1 000×104kW(其中非并网风电占30%左右)目标后可节约原煤1 104×104t,减少排放粉尘104×104t,CO22 083×104t,NOx10.4×104t,SO216.7×104t。规划将珠江三角洲地区建设成为国家级大规模并网与非并网风电产业基地和高耗能无碳型产业基地,建成国家级风电设备制造中心,千万千瓦级东西两翼风力发电基地和沿海高耗能无碳型产业带,形成"一心两翼一带"的大风电产业布局。其中,沿海高耗能无碳型产业带主要由高耗能无碳型电解铝基地、高耗能无碳型氯碱化工基地、高耗能无碳型海水制氢基地共三大基地组成。
The Pearl River Delta region is an important engine for China's economic growth. It is also one of the areas where wind energy resources are well-matched with other conditions, creating good prospects for development of the wind power industry. Fully exploiting the onshore and offshore wind energy resources and constructing large scale on-grid and off-grid wind power industry bases in the Pearl River Delta region can not only promote regional sustainable development, but also provide a model for other coastal areas and the whole country. In this paper, we first discuss the wind energy resources which are the foundation for development of large-scale wind power industry in the Pearl River Delta region. Then, we demonstrate the opportunity for large-scale wind power industry based on the major influencing factors such as energy and environmental problems, wind power price, wind power policy, economic and technical conditions, and development conditions. We analyze the current situation and major challenges and propose development goals, including that the total installed capacity of wind power in the region should reach 10 million kW by 2020, with 30% coming from off-grid wind power. If this goal is realized, 11.04 million tons coal will be saved, and emissions will be reduced by 1.04 million tons of dust, 20.83 million tons of carbon dioxide, 0. 104 million tons of NOx, and 0. 167 million tons of sulfur dioxide. Finally, we lay out a tentative plan for constructing a national industrial base for large scale on-grid and off-grid wind power industry development and a national industrial base for high-energy-consumption and non-coal industrial development in the Pearl River Delta region. The basic spatial pattern of wind power industry in the region would go as follows: the core area will become a national wind power equipment manufacturing center, the eastern and western areas along the coastland will become national wind power bases, and the coastal area will become a national industrial belt for high-energy-consumption and noncoal-based industrial development. Specifically, the coastal industrial belt would include electrolytic aluminum, chlor-alkali industry, and production of hydrogen from seawater.
