摘要
高等职业教育实现跨越式发展,就是要主动适应我国经济发展对高素质人才尤其是创新人才的需求,并通过办学思想、办学定位、教育基本制度、层次结构、投资体制及管理体制等方面的调整来实现高等职业教育的整体跨越。跨越式发展必须以制度创新为基础,通过制度创新使各利益相关者取得共同的最优化利益,降低高职教育发展过程中的交易成本,提供高职教育生存和发展的良好环境。
In order to realize the rapid development of higher vocational education, it is necessary to adapt to the need of na- tional economy for talents of high quality, especially innovative talents. Accordingly, adjustments should be made concerning the ideology of school running, orientation of school running, basic education system, structure division, and system of investment and management. The rapid development should be based on institutional innovation through which the related benefit getters can obtain the most optimized benefits, exchange cost in the development will be reduced and favorable surviving and developing environment for higher vocational education will be created.
