城市义务教育均衡目标下的经费配置机制研究——机制设计的理论视角 被引量:5

摘要 本文将教育经费配置机制的研究纳入机制设计理论的基本分析框架,首先分析城市义务教育经费配置的社会和政策背景,以实证数据揭示校际资源严重不均,优质教育供给短缺,弱势群体子女就学集中于薄弱学校的现实。在此基础上提出城市义务教育经费配置机制的改革思路,即政府应成为城市义务教育经费配置主体,保证底线公平,兼容市场机制,扶持薄弱区和薄弱学校教育发展,逐步推进校际均衡。根据这个思路具体设计城市义务教育经费配置机制,包括对于低于办学标准的区和学校进行倾斜投入,对各区实行公式化转移支付,由优质学校来带动薄弱学校的发展以及将区域内教育均衡程度纳入政绩考核等。 This paper brings the education funds allocation mechanism into the framework of Mechanism Design theory. First, it analysis the social and politicol backgrounds of urban compulsory education, pointing out by empirical data the unequal resources among schools, short supply of excellent education, and the agglomeration of disadvantaged group in disadvantaged schools. Based on these facts, it proposes a of rcfromation education funds allocation mechanism, including that government should be the agent to ensure foundation equality and to be compatible with market mechanism, helping poor districts and disad- vantaged schools develop, and improving equilibrium between schools. According to this thought, it designs specific mechanisms, including investing more in districts and schools below normal education condition, transferring by specific formula, improving disadvantaged schools by excellent schools and assessing governors' performance by the extent of education equilibrium.
