摘要
学界关于我国人才培养体系的讨论多聚焦于现行教育制度,且多集中于微观层面,较少从宏观视角进行全面分析。本文认为,我国人才政策体系主要体现在人才培养和人才使用两个方面:前者包括教育制度方面的内容,后者涉及人才与人事制度。本文在对我国现行"h"型的人才政策体系进行分析的基础上,提出了构建全覆盖"H"型人才政策体系的制度安排。
China＇s academic circles on the discussion ot talents~ training system more attacn great importance on the current education system by focusing more on a micro--level, less on a macro perspective to conduct a comprehensive analysis. This article holds that policy system of talents should include talents＇ training and use. The former concerns the education system, while the latter involves talents and personnel system. This paper, based on the analysis of the h-Type Talents System, China＇s current talent policy system, puts forward system arrangement of building a full--coverage H--type Talents policy system, with the purpose of providing essential references for the policy--making, changing the imbalance of talent＇s supply and demand, and thereby better implementing the strategy of building up the strength of the country with talented people demanded by the 17the National Conference of CCP.
