摘要
针对我国推行清洁生产存在的问题，提出了以教育科技为基础，以政策法规为保障，建立经济和环境主管部门相结合组成推行主体。
In view of the problems existing in implementing cleaner production in our country,it was put forward that education,science and technology as the basis,policies and legislations as the guaranty,it is necessary to establish an economy organization and environmental protection department combined,government policy and market economy integrated system in implementing cleaner production in our country.
