摘要
按照国务院的政策精神,在分析现有的卫生法律、法规、规章和社区卫生服务现况的基础上,制定社区卫生服务监督管理规范、社区卫生服务管理程序、社区卫生服务监督评价体系;综合计算机自动化管理技术,建立社区卫生服务机构设置申请、执业注册、年度校验、变更、注销的自动化监督管理和评系统,设计相应软件,并现场运用。通过具体实施该体系的自动化管理功能、查询功能、监督功能、统计分析功能、自动化评价功能,使社区卫生服务管理步入法制化、信息化、规范化、自动化的轨道。通过管理促进社区卫生服务发展。
According to the policy spirit of the State Council and based on the analysis of the existing health laws, regulations, community health service （CHS） work situation, we drew up a norm of CHS supervision and management, a procedure of CHS management, and defined a system of CHS supervision and assessment. By synthesizing computerized managing technology we set up an automated management and evaluation system for installation, registering, checking, alteration and logging- off of CHS organizations in China, designed the corresponding software, and then completed the spot usage. By carrying out the function of automatic management, searching, supervision, statistic analysis and evaluation of the system, the CHS management could definitely be strengthened in legalization, information, standardization and automatization; and CHS could be improved through management.
