摘要
国家宏观层面的信息资源规划、尤其是面向高速信息网络及其应用的数字信息资源的宏观规划与管理，尚未引起足够的重视且理论研究及实际应用都十分薄弱。文章分析了数字信息资源及其宏观规划的意义，阐述了信息资源规划的层面、数字信息资源规划的内涵与方法，描述了我国既有的国家层面的数字信息资源规划成就及存在的问题，并分别从全局、核心业务、绩效评估三个层面提出了数字信息资源规划的发展思路。尤其强调应加强战略规划研究、进行数字信息资源丌发利用政策法规标准制度设计、大力推进信息资源产业发展、提高数字信息资源政策法规的实施效率。
It is not yet to be paid enough attention for information resource plan from the national macroscopic plane, especially for the digital information resources macroscopic plan facing the high speed information network and its apphcation and management, and its fundamental research and practical application are also extremely weak. The article has analyzed the significance of digital information resources and its macroscopic plan, elaborated the stratification plane of information resource plan, the digital information resources plan connotation and the method, described the existed achievements and the problems of digital information resources plan in our country on the national level, and proposed separately the development mentality for digital information resources plan from the three planes of overall situation, the core business, the performance evaluation. It has also emphasized especially to strengthen the strategic plan research, to carry on the policy, regulatious and standard system design for the digital information resources exploitation, to advance vigorously the information resource industry development, to enhance the implementation efficiency for the digital information resources policy and regulations.
