摘要
随着《城乡规划法》的实施,省域城镇体系规划修编将重点围绕公共政策职能展开。新一轮规划修编的重点将突出资源环境评价、适应发展转型的城市化战略的制定、城镇功能体系重构和发展指引、空间管制的落实、以部门协调为核心的空间资源分配等方面。在规划编制和管理上,重点是信息标准化制定和省域空间数据库系统的建设,建立省域城乡规划信息系统,着眼于省级政府事权,促进省域城镇体系规划上升为调控省域资源分配的综合性空间规划。
With the implementation of the ＂Urban and Rural Planning Law＂, the revision of the provincial urban system planning will focus on the public policies. The revision concentrates on the evaluation of resources and environment, the making of urbanization strategies that meet the requirements of urban development and transition, the restructuring of urban functions, the implementation of spatial governance and development guidelines, and the distribution of spatial resources based on the coordination of related departments, etc.. In the aspects of planning making and administration, the focuses should be the standardization of information as well as the construction of provincial urban-rural planning information system. The establishment of provincial urban-rural planning information system will promote the provincial urban system plan to a comprehensive spatial plan regulating the distribution of resources in the province.
