摘要
"因俗而治"是中国历代中央王朝对周边少数民族采取的治理政策,是实现其统一大业、维护其最高统治权的重要措施。"因俗而治"政策有其产生的客观因素,政策随各朝各代的更迭而有所变化。"因俗而治"在几千年的发展过程中对国家统一和稳定发挥了积极的作用,同时其附带的负面影响也不应被忽视。
The policy of administrating according to minorities＇ customs is an important component of feudal central dynasties＇ policies for minorities living in borderlands and is also significant strategy to develop its unified country and maintain its supreme dominion for every dynasty. There are objective factors in constituting this policy and the policy would be adjusted to the vicissitudes of dynasties. During the development for thousands years in China, ＂administration according to minorities＇customs＂ played a positive role to national unity and stabilization, but at the same time, the negative effects would not be ignored.
