摘要
"零容忍"顾名思义就是零度容忍,不能容忍。"零容忍警务"是一种警务战略,又称"生活质量警务",其核心是通过对轻微犯罪(特别是公共秩序犯罪)采取强有力的执法措施,以预防更为严重的犯罪,并最终促使犯罪率下降的一种警务运作方式。零容忍的理论基础是破窗理论,这一理论在西方以及我国部分城市均得到了有效的践行。在中国的现实语境下如何正确对待零容忍制度具有重大的理论与实践意义。
As its name suggests, ＇ Zero tolerance＇ means ＇ no tolerance＇ or ＇ not tolerated＇. Zero-tolerance policing＇ is a police strategy, also known as ＇quality-of-life policing＇ . Its core is to take strong enforcement measures against minor crimes （particularly public order offences） for preventing severer crimes and ultimately reducing crime rate. Zero tolerance theory is based on Broken Window Theory which is being practiced effectively in some cities of China as well as Western countries. How to deal with the zero-tolerance system appropriately in the context of China is an issue of great theoretical and practical significance.
