摘要
本文介绍了破窗理论的由来及其“零度容忍”应用策略在社区治安中的成功实践,进而从哲学和心理学角度出发,分析了破窗与腐败之间的共同点,提出了反腐败“零度容忍”预惩机制,即教育预防机制、监督控制机制、制度约束机制、金融监控机制。
The paper introduces the origin of the broken windows theory and the successful practice of the zero tolerance policy in neighborhood safety. Then, it analyzes the common grounds between the broken windows and the corruption from the points of view of philosophy and psychology. Based on these, preventing and punishing mechanism of zero tolerance in anticorruption is proposed, which includes educating and preventing mechanism, supervising and controlling mechanism, institution , financing and restricting mechanism.
