摘要
文章选择了英国、德国、法国、日本、韩国、巴西和墨西哥等典型国家,采用国际比较的方法对实现全民医保的经济、社会、人口等条件进行了总结。认为强大的经济基础是实现全民医保的前提,人口结构的变化是建立全民医保的非决定性影响因素,政府关注与社会形势是建立全民医保的关键因素。并得出结论:中国目前还不具备实现全民医疗保险的条件;但中国可以利用职域保险、地域保险与商业保险相结合,公共卫生、预防保健与医疗救助相结合等多样化的制度安排,在"全民医疗保障"的层次上实现"全民医保"。
In this paper, summary is made, adopting a method of international comparison, about conditions of economy, society and population in typical countries where have realized the national coverage of medical insurance, like Britain, Germany, France, Japan, Korea, Basil and Mexico. The summary leads to the opinion that to realize national coverage of medical insurance, strong basis on economy is the precondition and change of population structure is an indecisive influencing factor while government attention and social circumstances are key factors. In the end of the paper it is concluded that the current conditions in China is premature to establish national coverage of medical insurance, however, China could adopt a way of integrating employment insurance, regional insurance and commercial insurance and combining preventing health care and medical assistance to realize national coverage of medical insurance on basis of the implementation of nation medical guarantee.
