摘要
本文以北京协和医院1993年工资改革的背景资料,比较了专业技术人员、医院管理人员、工人等几类人员在工资改革前后的工资增长变化情况并进行了统计学处理,结果为管理人员的工资增长幅度明显低于专业技术人员,而与工人持平。提示工资改革的政策对与技术人员具有同等学历、知识水平的医院管理人员未给予应有的重视。为此,作者提出了三点建议:①依靠国家出台新的工资制度、政策和标准;②由事业单位通过改革内部人事和分配制度给予解决;③改革要坚持不懈。
Using the Peking Union Medical College Hospital’s data on compensation reform in 1993, this essay compares three categories of salary growth for medical/technical professionals, hospital executives, and labor workers before to after compensation reform. The findings are statistically analyzed and show that the hospital executives salary growth is much lower than the level of medical/technical professionals and is more similar to that of labor workers. It indicates that the compensation policies ignored hospital executives whose education and intellectual level are as same as those of medical/technical professionals. Therefore the authors suggest three points:①to rely on national initiatives to reform salary regulations, policies, and standards; ②to renovate internal personnel and compensation by laws from inside the public sector institutions; ③to make unremitting efforts on the reform.
