摘要
简要阐述了研究制定南水北调东线一期工程江苏段农业供水价格必要性,分析探讨农业供水价格的制定原则和依据,提出南水北调东线一期工程江苏段基于完全供水成本、农户承受能力、省财政承担干线供水成本、市县和农户承担灌区内部成本,以及基于两部制水价和基于现状水价的5种农业供水价格方案.经综合分析比较,推荐近期2010年采取基于省财政承担干线供水成本、市县和农户承担灌区内部成本的供水价格方案.
This article briefly explains the necessity of establishing the agricultural water supply price for the waterreceiving area in Jiangsu Province during the first stage of the Eastern Route of the South-to-North Water Transfer Project, and analyzes the principles and basis to establish the agricultural water supply price. Then five agricultural water supply price schemes are presented, including the one based on water supply cost, the one based on the farmers＇ bearing capability, the one in which the provincial financial authorities pay for the main-line water supply cost while the corresponding city government and farmers pay for the water supply cost inside the irrigation area, the one based on the two-part water price, and the one based on the current water price. After comprehensive analysis and comparison of the five schemes, the scheme is recommended based on the one in which the provincial financial authorities pay for the main-line water supply cost while the corresponding city government and farmers pay for the water supply cost inside the irrigation area around the year of 2010.
