摘要
WTO农业协议规定的农业保护和农业支持政策有不同的属性和指向,入世后我国必须全面把握和充分利用两类政策的规则空间,保证国内农业在内外制度接轨过渡中实现稳定持续发展。当前应以入世为契机,加快农业保护支持政策的结构性调整,突出重点,重在功效,在对世贸组织规则作适应性调整的同时,着眼于农业长远可持续发展的开拓性调整,形成我国农业保护支持政策体系法制规范的制度性安排。
<Abstrcat>The agricultureprotecting and agriculturesupporting policies permitted by the WTO agreement on agriculture have their respective character and orientation.After entering WTO,we must fully understand both kinds of policies and make full use of the regulation space of them to guarantee the steady and persistent development of agriculture in China during the period of institutional transition.At present,we should take the entry into WTO as a turningpoint,to accelerate the structural adjustment of agricultureprotecting and agriculturesupporting policies,to make the focal points stand out,and to put emphasis on the effectiveness.When making adjustment adapting to regulations of the WTO,we should stress the openingup adjustment for the longrange and sustainable development of agriculture in China,so as to form the legal system arrangement of agricultureprotecting and agriculturesupporting policies.
