摘要
分析设计施工分离模式下现行水利水电工程项目管理体制、工程总承包模式下项目管理层次以及国家对水利水电工程监理的有关规定等,对各种工程总承包项目管理体制进行比较,提出管理体制选用的基本要求,建议我国水利水电工程总承包项目宜采用工程总承包单位委托咨询单位的管理体制。
The project management system of current water conservancy and hydropower projects with design-construction separation pattern,the project management arrangement with general contract mode and related national regulations of monitoring water resources and hydropower projects were analyzed.The management system of general contract projects was studied.Various management systems of engineering contract projects were compared.The basic requirements for selection of management system were proposed.At present,the management system of commissioned consultation by general contractor was suggested for the general contract projects of water conservancy and hydropower in China.
